FACTS AND FINDINGS:
The City of Salem has been awarded a financial grant from the Oregon Department of Transportation Safe Routes to School (SRTS) Program. Grant agreement No. SRTS23-16, executed on March 22, 2023, provided funding to the City to construct sidewalk and pedestrian improvements on State Street between Oakmont Drive SE and 49th Avenue SE. With the construction of this sidewalk the East Park development north of State Street will be linked to an existing sidewalk on 49th Avenue SE, south of State Street.
Sections of the proposed curb ramp improvements on 49th Avenue SE encroach into Marion County jurisdictional limits, as shown on attached Exhibit “A” to the IGA.
Upon execution, the Intergovernmental Agreement will allow the City to construct the proposed sidewalk and pedestrian improvements in general accordance with Exhibit “A”.
Staff will request Council authorization to acquire the necessary easements for the project later in 2025. Construction is estimated to take place in 2026.
