The Salem Police Department is applying for multiple grants as described below.

 

Three separate microgrants ranging from $131,000 to $174,000 over two years through the Department of Justice (DOJ) Office Community Oriented Policing Services (COPS Office) for initiatives related to 1) community violence reduction, 2) building trust and legitimacy with the community, and 3) recruitment, retention, and workforce development.

 

A US Bureau of Justice Assistance, Office of Violence Prevention Community Based Violence Intervention and Prevention grant for $1.9M over three years for projects related to the City’s Community Violence Reduction Initiative.

 

A Project Safe Neighborhoods (PSN) Violent Gang and Gun Crime Reduction Program with the United States Attorney’s Office, District of Oregon (USAO), Oregon Criminal Justice Commission for $184,000 to support collaborative violent crime reduction efforts.

ISSUE:

 

Shall the Salem City Council authorize the City Manager to apply for, and accept if awarded, funding from the DOJ COPS Office; the US Bureau of Justice Assistance, Office of Violence Prevention Community Based Violence Intervention and Prevention; and the PSN Violent Gang and Gun Crime Reduction Program with the USAO and the Oregon Criminal Justice Commission.

 

 

RECOMMENDATION:

Authorize the City Manager to apply for, and accept if awarded, funding through the DOJ COPS Office; the US Bureau of Justice Assistance, Office of Violence Prevention Community Based Violence Intervention and Prevention; and the PSN Violent Gang and Gun Crime Reduction Program with the USAO and the Oregon Criminal Justice Commission and further authorize the City Manager to enter into an agreement with each agency to accept the funds.

FACTS AND FINDINGS:

 

There are no matching funds required for any of the applications.

 

The US DOJ COPS Micro Grants applications were submitted in late May and requested:

                     $131,000 for community violence intervention resources

                     $174,000 for officer recruitment, retention, and workforce diversity

                     $113,000 for community trust-building and police legitimacy efforts

 

The US Bureau of Justice Assistance, Office of Violence Prevention Community Based Violence Intervention and Prevention application requests $1.9M to support the City of Salem Community Violence Reduction Initiative to be applied toward two additional police officer positions, one additional non-sworn program manager position, training, technical assistance, and sub-awards to nonprofit organizations for youth intervention and prevention services. No matching funds are required, but staff positions must be alternatively funded or eliminated after the three-year grant period ends.

 

The PSN Violent Gang and Gun Crime Reduction Program with the USAO and the Oregon Criminal Justice Commission application requests $184,000 for training, equipment, supplies, and a sub-award to the local school district.

 

BACKGROUND:

 

Given budget and staffing constraints, the Salem Police Department is pursuing outside funding sources to support initiatives in alignment with the department’s strategic plan. Funding from these awards will allow for expanded community outreach and violence reduction strategies, enhanced recruitment and retention activities, and increased training opportunities.
