The Statewide Airport Pavement Maintenance Program (PMP) is a state-funded program to assist airports in undertaking pavement maintenance. This program protects Oregon’s aviation infrastructure investments by preserving airport pavement consistent with the goals of the Oregon Aviation Plan v6.0. The proposed 2025 pavement maintenance project at Salem-Willamette Valley Airport will cost a total of $153,913.32 in State of Oregon funds. The 25 percent local match for the City of Salem is covered by Critical Oregon Airport Relief (COAR) grant matching funds. There is no cost to the City of Salem for this pavement maintenance project.

FACTS AND FINDINGS:
The Oregon Department of Aviation (ODAV) is proposing to use the following State of Oregon Funds to undertake pavement maintenance at the Salem-Willamette Valley Airport during September 2025:
Oregon Statewide Airport Pavement Maintenance Program (PMP) Funds: $115,434.99
Local Match: Critical Oregon Airport Relief (COAR) Grant Funds: $ 38,478.33
Total Project Cost: $153,913.32
The required local match for this project is covered by the COAR grant, leaving the City of Salem with no required financial contribution for this project.
In consideration for accepting the grant, the City agrees to keep the airport open for public use for a minimum of 20 years. If the condition is not met, the City will be required to reimburse the State on a pro-rata amount based on the length of time the airport remains open to the public. This condition is similar to other grant conditions and assurances the airport is subject to as a condition of receiving federal and state grants.
The Oregon Department of Aviation will administer this project and will develop all contract specifications, documents and direct the work of the selected contractor. The project work is to be coordinated with airport staff.
The project will involve crack sealing, patching, and line painting on Runway 16/34 (Secondary Runway) and several taxiways. The funds cannot be used to provide maintenance for any areas that are exclusively for private use.

This program protects Oregon’s aviation infrastructure investments by preserving airport pavement consistent with the goals of the Oregon Aviation Plan v6.0. Salem-Willamette Valley Airport is identified by the Oregon Aviation Plan v6.0 as a Category II airport and thereby qualifies to receive both PMP and COAR grant funds for pavement maintenance.
