Salem City Council’s Boards & Commissions Appointments Committee convened on Wednesday, December 3 to consider applications for appointment to numerous Boards & Commissions, as well as a small number of requests for reappointment. The Committee’s recommendations are listed under FACTS AND FINDINGS. Attached to this report are the redacted applications for all recommended to each Board & Commission.

Citizens Advisory Traffic Commission

 

Reappoint Kyle Hedquist to a term #2 expiring 12/31/28.

Appoint Mike Sewell to a term #1 expiring 12/31/28.

 

Civil Service Commission

 

Appoint Mike Sewell to a term #1 expiring 6/30/28.
Appoint Kyle Hedquist to a term #1 expiring 6/30/28.

 

Community Police Review Board

 

The Boards and Commissions Appointments Committee recommends opening the position currently occupied by incumbent Kyle Hedquist to a term #1 expiring 1/1/28.

 

Appoint Cara Watson to a term #1 expiring 1/1/28.

Appoint Zane Goldberg to a term #1 expiring 1/1/28.

 

Downtown Advisory Board

 

Appoint Christina Jensen to a term #1 expiring 12/31/28, representing a business or property owner within the Riverfront-Downtown Urban Renewal Area.

Appoint Abigail Whalen to a term #1 expiring 12/31/28, representing a real estate or banking/financial professional within the Downtown Parking District.

 

Salem Parks & Recreation Advisory Board

 

Appoint Fraser Wick to a term #1 expiring 12/31/28.

Appoint Delight Walker to a term #1 expiring 12/31/28.

Appoint Mike Sewell to a term #1 expiring 12/31/28.

 

Salem Planning Commission

 

Appoint Nick Infante to a partial term expiring 12/31/27.

 

Salem Public Art Commission

BACKGROUND:

 

Citizens Advisory Traffic Commission - Authority: SRC Chapter 5

 

No special membership requirements.

 

Civil Service Commission - Authority: City Charter Section 31

 

No member of the Commission shall hold any other public office, place, position or employment with the City.  No person shall be appointed a member of the commission who is not a citizen of the United States and a resident of the City. The persons appointed shall be known to believe in the principles of Civil Service.

 

Community Police Review Board - Authority: SRC 201

 

City Council shall consider civic participation within the community, residency within the City of Salem, criminal history, and commitment to the goals of the Board, ethnic and cultural diversity including demonstrated life experiences of training in cultural or ethnic diversity.

 

Council Rule 18(d) provides that if an incumbent member of a board or commission seeks reappointment, the Committee may recommend to Council (if Council makes the appointment) reappoint of the member or declare the position. The Committee considered Mr. Hedquist’s reappointment and voted to recommend to City Council that the position be declared open. If City Council adopts the Committee’s recommendation, the Committee will consider other current applications for the position at its next meeting.

 

Downtown Advisory Board - Authority: SRC 2.530 - 2.655 (see IGA between the City and URA dated 4/20/2005)

 

Refer to IGA for specific membership requirements for each position. The two current vacancies being considered are both Council Appointments.

 

Salem Parks & Recreation Advisory Board - Authority: SRC Chapter 13

 

One member shall be an arboricultural expert. Members shall be chosen from among such persons concerned with and interested in the development of public parks and playgrounds and like public places in the city. Members shall be residents of or have their places of business in the City of Salem.

 

Salem Planning Commission - Authority: SRC Chapter 6 (dated 3/2009) most recent ordinance 47/06

 

Not more than one may be a non-resident of the city. No more than two voting members shall be engaged principally in the buying, selling or developing of real estate for profit. No more than two voting members shall be engaged in the same kind of business, trade, or profession.

 

Salem Public Art Commission - Authority: SRC Chapter 15, Ordinance No. 6-10

 

Two members experienced in the arts, art education or art criticism; two members experienced in museum curation, art restoration or art appraisal; two members experienced in architecture or landscape architecture, real estate development or community foundations; and one representative from the community at-large.
