ISSUE:

 

Shall the City Council authorize the City Manager to execute Amendment #5 (Attachment 1) to the Intergovernmental Agreement (IGA) #90G000237 (Attachment 2) with the State of Oregon acting by and through its Department of Consumer and Business Services, Building Codes Division (BCD)?

Staff recommends that the City Council authorize the City Manager to execute Amendment #5 to IGA #90G000237 with the State of Oregon Department acting by and through its Department of Consumer and Business Services, Building Codes Division (BCD).

SUMMARY:

 

The State of Oregon maintains intergovernmental agreements with local jurisdictions that can perform commercial and residential plan review and prefabricated structure inspections.  The City of Salem and the State of Oregon have maintained such an agreement since fiscal year 2005-06.  The IGA with BCD does not affect City of Salem service levels since requests from BCD are only accepted and completed if the Building and Safety Division determines that it has adequate resources and staffing available.  Revenue received through the IGA covers the cost of services that the Building and Safety Division provides to BCD.

 

 

FACTS AND FINDINGS:

 

1.                     IGA #90G000237 expired on June 30, 2020.

 

2.                     Amendment #5 will enable the City of Salem to continue performing commercial and residential plan review and inspections for BCD until June 30, 2025.

 

3.                     Amendment #5 updates contact information for BCD. 

 

4.                     Payments for services provided to BCD are realized as revenue in the Building and Safety Fund. 

 

5.                     The effective date of Amendment #5 shall be the date on which every party has signed it.

 

6.                     The execution of Amendment #5 will benefit the public.
