FACTS AND FINDINGS:
Staff and members of City Council have received reports of inappropriate use of Pringle Parkade by those participating in activities such as street racing, drifting and burnouts. Due to the risk of potential injury to those participating in these activities and bystanders, damage to the Parkade structure and noise disturbances to the surrounding neighbors, staff is requesting creation of a mid-year project in the budget. The project would install low profile rubber speed bumps as well as delineator posts and overseen by Facilities staff in collaboration with Urban Development Division staff. After City Council authorization of this project, staff will begin working on these improvements.
BACKGROUND:
Staff initially addressed the issue by closing the roof to deter gatherings, but racing continued at other areas in the Parkade. The cost of these improvements will be approximately $60,000. The funds consist of remaining cash from the closure of the Pringle URA. No budget action by City Council is necessary and the cost center has an available cash balance. If the project is authorized, budget authority will be transferred administratively within the Capital Improvements Fund.
