During Fiscal Year 2025, the Police Department anticipated receiving grant dollars from the US Department of Justice. These revenues were to be received over two fiscal years (2025 and 2026) to support the Project Safe Neighborhoods program. The Department of Justice originally denied the proposed budget for the grant dollars in the first year of the program and thus the City received no revenue for this program last fiscal year. After working with the State of Oregon Criminal Justice Commission, the City was able to resubmit the proposed budget successfully. As a result, additional revenues are anticipated and need to be recognized to add expenditure authority in the current fiscal year.

The use of these funds would support training efforts to increase knowledge of various tools including violence interruption and prevention, interagency collaboration, and investigative techniques. Funds would also be used to purchase two sports utility vehicles (SUVs) for use in community violence investigative operations.
   
BACKGROUND:
 
ORS 294.471(1)(a) authorizes a supplemental budget when an occurrence or condition that is no ascertained when preparing the original budget or a previous supplemental budget for the current budget period and that requires a change in financial planning.
