To be eligible to receive U.S. Housing and Urban Development (HUD) Community Development Block Grants (CDBG) and HOME Investment Partnership grants (HOME), the City must submit a Consolidated Annual Performance and Evaluation Report (CAPER) by the 90th day of the end of the program year. The CAPER describes accomplishments and associated spending during the program year (July 1, 2024-June 30, 2025).  The Plan Year 2024 CAPER represents the 5th and final year of the 2020-2024 Consolidated Plan.  The City’s Citizen Participation Plan requires a public hearing for citizen comment prior to submission.

FACTS AND FINDINGS:

 

Several housing construction projects closed during the program year resulting in 32 new HOME units that will be price capped for the next 20 years at <50% AMI.  The other significant project was acquisition of land at 2445 Market Street, which will be developed into housing for persons at <80% AMI.  The three public service grants were successful with over 2,400 residents served.

 

BACKGROUND:

 

The five years spanning the 2020-2024 Consolidated Plan were marked by extra grants as a result of the CARES and ARPA laws.  Combined with the City’s annual entitlement grants in both programs, plus program income, the total authorized amounts for those program years was $17,674,960.  The City drew $16,866,520 during the period 1 July 2020-30 June 2025, of which $13,722,380 was from the US Treasury and the remainder from program income in the City’s local account.
