A transfer of $70,000 in appropriation from General Fund contingency is needed for expenditure in the General Fund related to grant-funded tree planting. As these expenses were not included in the FY 2026 budget, a transfer of appropriation is required.

FACTS AND FINDINGS:

 

FROM: General Fund, Non Departmental, Contingencies, 101-60961000-61110, $70,000

TO: General Fund, RS Parks Tree Restoration, Salaries & wages, 101-21501500-51010, $70,000

 

During budget development for FY 2026, it was unknown if a reimbursable grant awarded to the City during FY 2025 for tree planting would continue into the new fiscal year. This past month, Parks staff learned that the grant will likely be available through December 2025 to reimburse eligible expenses such as tree planting and associated maintenance. The $70,000 for tree restoration will pay for interns hired to perform these duties through the applicable period. The timeframe could be extended further through 2028 which was the ending period originally set forth for the grant.

   

BACKGROUND:

 

Oregon State budget law allows the City Council to approve a transfer of appropriations from the Contingency expense category to another expense category within a fund when a specific need is identified.
