MOTION:
 
I move that City Council direct staff to prepare a report for Council’s consideration concerning whether to continue to allow short-term rentals in residential neighborhoods.     
 
 
DISCUSSION:
 
•                     Short-term rentals are the commercial rental of a single-family residence, where the residence is used all the time for commercial lodging and the owner does not live at the residence.
•                     Short-term rentals are currently allowed with a conditional use permit in single-family zones.
•                     Applications for short-term rentals have been a source of contention in residential neighborhoods in Salem.
•                     Short-term rentals have the effect of reducing our community’s available housing.
•                     Upon Council’s review of the proposed report, Council may direct staff to prepare amendments to the Unified Development Code to limit or prohibit short-term rentals in residentially zoned land in Salem.
