The Council Board and Commission Appointments Committee (B&C Committee or Committee) convened on August 27, 2025, to consider applicants to numerous boards and commissions, including the Planning Commission. The Committee agreed that Nathan Levin was their recommended selection. The Committee felt that the full Council should determine if it wishes to proceed with an interview or to appointment Mr. Levin to the Planning Commission without an interview.

FACTS AND FINDINGS:
At its August 27, 2025, meeting, the Council B&C Committee voted to recommend Nathan Levin to Council for a position on the Planning Commission.
The B&C Committee deferred to City Council on whether to conduct an interview for this appointment. If City Council elects to conduct an interview, the interview will be set on a date convenient to City Council.
BACKGROUND:
Council Rule 18 sets forth procedures for filling vacancies on the City Council, Planning Commission and the Budget Committee. The B&C Committee makes recommendations on these appointments and other board and commission appointments. Subsection (c) of Rule 18 provides that the B&C Committee shall review applications and determine whether the applicants are qualified and otherwise eligible to serve. The Committee shall make recommendations to the Mayor (for mayoral appointments) or Council (for council appointments). Council shall determine if the applicants shall be interviewed.
Any member of council may review all applications submitted and move that an applicant not otherwise recommended by the Committee be considered for interview and appointment.
The Salem Planning Commission acts as an advisory commission to the City Council and makes certain quasi-judicial land use decisions on applications. It has a broad scope of concern in promoting the growth and orderly development of the City of Salem.
