SUMMARY:
The Oregon Department of Transportation (ODOT) is undertaking a project on Oregon Route 221 (Wallace Road NW) to repave the highway, reconstruct curb ramps, and add five new Rapid Rectangular Crossing Beacons. The City has water and wastewater facilities in the ODOT right-of-way. Repaving the road requires adjustments to manhole covers and water valves. Under this agreement, the City will pay ODOT to undertake required utility work, and establishes shared responsibilities for maintaining the new Rapid Rectangular Crossing Beacons.
FACTS AND FINDINGS:
Repaving Wallace Road NW requires the City to adjust manhole covers and water valves. The City proposes to pay ODOT to make these adjustments for a cost of $56,000 and to be paid using utility rate funds. Funding is available within the current operating budgets for this purpose. Including the utility work in the ODOT contract simplifies coordination and leads to more efficient delivery of the project.
The City currently operates and maintains the traffic signals along Wallace Road NW within the city limits under a cost-sharing agreement with ODOT. The attached agreement establishes a similar agreement between the City and ODOT for maintenance and operation of the newly installed Rapid Rectangular Flashing Beacons.
BACKGROUND:
ODOT is preparing to advertise for a project to repave Wallace Road NW from Edgewater Street NW to Michigan City Lane NW. The project includes upgrading all curb ramps to meet requirements of the Americans with Disabilities Act and adding five new Rapid Rectangular Beacons. The estimated cost of the project is $9.9 million, funded with a combination of federal and state funds. The project will be constructed in 2021.
