Authorize the City Manager to execute the attached grant agreement to receive $1,500,000 of committed Riverfront-Downtown Urban Renewal Area funding for the Union Street Bicycle Friendly Improvements project.

SUMMARY:

 

Approval of recommendation will allow the Agency to transfer $1,500,000 of Riverfront-Downtown Urban Renewal Area (RDURA) funds to the City of Salem to complete the Union Street Bicycle Friendly Improvements project.

 

 

FACTS AND FINDINGS:

 

The Union Street Bicycle Friendly Improvements Project (Project) is included in the currently adopted Capital Improvement Plan, the City of Salem’s adopted Capital Improvements Fund budget, and the Urban Renewal Agency’s RDURA adopted budget. The City has committed $2,334,000 of federal highway grant funds to the project and the Agency has committed $1,500,000. In order to transfer Agency funds to the City, it is necessary for the Council to authorize the attached grant agreement (Attachment 1).

 

 

BACKGROUND:

 

The City Council adopted the Central Salem Mobility Study recommendations in August 2013 and directed staff to pursue funding for implementation, including the Union Street improvements. This project leverages Urban Renewal Funding with federal funds to construct bicycle facilities on Union St NE from Commercial St NE to 12th St NE for bicyclists of all skill levels. The project connects Riverfront Park and Marion Square Park on the west to the North Capitol Mall and the 12th Street Pedestrian Promenade
