FACTS AND FINDINGS:
The City of Salem has received Opioid Settlement Funds that may be used for services at Redwood Crossings such as supporting people in treatment and recovery by providing comprehensive wrap-around services to individuals with Opioid Use Disorder (OUD) and any co-occurring Substance Use Disorder/Mental Health (SUD/MH) conditions, including housing, transportation, education, job placement, job training, or childcare. The Housing Authority will provide assistance to include supportive housing, housing assistance programs, along with training and development of procedures for staff to appropriately interact and provide social and other services to individuals with or in recovery from OUD.
The City of Salem shall reimburse Salem Housing Authority up to the grant amount upon receipt of reimbursement requests documenting the use of funds on a quarterly basis.
BACKGROUND:
In 2021, nationwide settlements were reached through various lawsuits against major pharmaceutical distributors and manufacturers, which have been aggressive in their marketing practices contributing to the opioid epidemic. The opioid settlement funds are a significant resource aimed at addressing the opioid crisis in the United States.
Opioid Settlement Funds are allocated to state and local governments for opioid remediation and future remediation. The distribution of these funds is subject to restrictions, ensuring that the money is used to help those affected by the opioid epidemic.
The City currently uses Opioid Settlement Funds to pay for first responder wellness programs, the City’s Substance Use Prevention and Outreach Program, two Homeless Services Team (HST) officer positions, and a portion of the Salem Police and Fire Departments’ naloxone inventory.
