The City of Salem has a Natural Hazards Mitigation Plan (NHMP) that describes its risk to natural disasters, such as floods and earthquakes, as well as mitigation strategies and tasks to reduce risk.  NHMPs are required by the Federal Emergency Management Agency (FEMA) to be eligible for pre-disaster mitigation grant funding-such as a past funding award for pre-disaster seismic upgrades to fire stations and 2012 post-disaster mitigation grant funds for enhancements to the Mill Creek Flood Early Warning System.

NHMP’s are required to meet the stipulations of 44 CFR 201 and are submitted to Oregon Department of Emergency Management and FEMA for approval of plans that are awarded for a five-year period, after which the plan must be updated and re-approved by FEMA to remain eligible for the above mentioned pre and post disaster funding.

Hazard mitigation planning and actions provide for a more resilient city. Staff planners from across the city departments meet on a regular basis to review action items and determine any interim plan changes needed.

The Oregon Department of Land Conversation and Development has received a primary award of funding from FEMA; however, this requires a 25% cost share from the City that can be provided through cash, in-kind, or a combination of both.

The term for the services agreement ends on March 14, 2025.

ISSUE:

 

Shall City Council authorize the City Manager to accept and execute all documents related to the DLCD Inter Government Agreement (IGA) #21066-2.

 

 

RECOMMENDATION:

Authorize the City Manager to accept and execute all documents related to the DLCD IGA #21066-2 which supports the required five-year rewrite of the Salem Natural Hazards Mitigation Plan last adopted in January 2018.

FACTS AND FINDINGS:

 

The Salem Natural Hazards Mitigation Committee will reconvene to kick off the development of the 2023 plan update once approved by City Council.  The following organizations were represented in 2017 update and will serve on the committee during the 2023 update of the Natural Hazards Mitigation Plan:

                     City of Salem Emergency Management

                     City of Salem Fire Department

                     City of Salem Police Department

                     City of Salem Public Works

                     City of Salem Community Development

                     City of Salem Public Information

                     Salem Hospital

                     Salem Keizer Schools

                     Marion County Emergency Management

 

According to the 2023 updates to the planning requirements, several other organizations will be invited to participate.  The new requirement identifies that “Representatives of … the following must be invited to participate in the planning process: Representatives of non-profit organizations, including community-based organizations, that work directly with and/or provide support to underserved communities and socially vulnerable populations, among others”.

 

DLCD will facilitate plan update meetings with the Committee throughout the rewrite process.  Following completion of these meetings and preparation of the final draft plan, DLCD will submit the plan to FEMA for preliminary approval.  FEMA will approve the plan pending adoption by City Council.

Final City Council adoption of the Natural Hazards Mitigation Plan will provide several benefits:

1.                     The City of Salem remains eligible for federal pre-disaster and post-disaster mitigation grants.

2.                     The City has a clear understanding of its risks from natural hazards.

 

The City has a comprehensive plan for the reduction of natural hazards within the community
