Shall City Council authorize the City Manager to execute the attached Intergovernmental Agreement (PW-6627-25), between the City of Salem and Marion County, for additional sidewalk improvements on the east side of 49th Avenue SE adjacent to and south of the pedestrian improvements planned as part of the State Street Southside Sidewalk Improvements project?

Authorize the City Manager to execute Intergovernmental Agreement PW-6627-25, between the City of Salem and Marion County, for additional sidewalk improvements along the east side of 49th Avenue SE.

FACTS AND FINDINGS:
This Intergovernmental Agreement (PW-6627-25) will allow the City to design and construct approximately 60 feet of additional missing sidewalk on the east side of 49th Avenue SE in Marion County, as shown on Exhibit “A”. The additional sidewalk improvements will be funded by Marion County and constructed in 2026 at the same time as the State Street Southside Sidewalk Improvements. Marion County will provide up to $20,000 for completion of the additional 60 feet of sidewalk.
BACKGROUND:
The City of Salem was awarded a financial grant from the Oregon Department of Transportation Safe Routes to School (SRTS) Program. Grant agreement No. SRTS23-16 provided funding to the City to design and construct missing sidewalk on State Street between Oakmont Drive SE and 49th Avenue SE.
Since sections of the proposed sidewalk improvements on 49th Ave. SE extend into Marion County jurisdictional limits, the City and County previously entered into an Intergovernmental Agreement (PW-6226-24) to build the improvements. This agreement was previously approved by City Council on January 27, 2025. Intergovernmental Agreement PW-6627-25 will allow the project to fill a gap in the sidewalk on 49th Avenue SE between the originally identified improvements and existing sidewalks within Marion County jurisdiction.
