The Council Board and Commission Appointments Committee convened on Wednesday, June 25, 2025, to consider appointments and reappointments to the City’s Budget Committee, Library Advisory Board, and Cultural and Tourism Promotion Advisory Board. Note: There was also a recommended appointment to the West Salem Redevelopment Advisory Board that will be presented to the Urban Renewal Agency Board at its next meeting on July 28, 2025.

FACTS AND FINDINGS:

 

At its June 25 meeting, the Board and Commission Appointments Committee recommended the following appointments and reappointments:

 

Budget Committee (three-year terms)

                     Reappoint Ward 6 representative Stacey Vieyra-Braendle to a Term #2 expiring on 6/30/28.

                     Appoint Russell Allen as the At-Large representative to a Term #1 expiring on 6/30/28.

 Cultural and Tourism Promotion Advisory Board (three-year terms)

                     Reappoint Carlee Wright to a Term #2 expiring on 6/30/28.

                     Appoint Kristi Reed to a Term #1 expiring on 6/30/27, filling the for-profit   tourism position (not a full three-year due to a resignation).

                     Appoint Anton Cobb to a Term #1 expiring on 6/30/28.

                     Appoint Melissa O’Shea to Term #1 expiring on 6/30/28.

                     Appoint Moses Keener to a Term #1 expiring on 6/30/27 (not a full three- year term due to a resignation).

Library Advisory Board (four-year terms)

                     Reappoint David Levy to a Partial Term expiring on 6/30/26. (This is a recommendation for Mr. Levy to return to his former position on the Board.)

                     Appoint Kirstie Rudich to a Term #1 expiring on 6/30/28 (not a full four-year term due to a resignation).

 

BACKGROUND:

 

Per ORS 294.336 (2) The budget committee shall consist of the members of the governing body and a number, equal to the number of members of the governing body, of qualified electors of the municipal corporation appointed by the governing body.  Per the Rules of the Council No. 18(i), in order to maintain geographic balance, the appointive members of the Budget Committee shall consist of one elector from each ward and one elector from the city at-large. The Budget Committee members analyzed and recommend an annual budget to the City Council.

 

The City’s Cultural and Tourism Promotion Advisory Board was created in 1983 for the purpose of (1) encouraging the development of a unified approach to the promotion of Salem, especially among those organizations receiving funding from the Transient Occupancy Tax, (2) recommending an annual budget to implement such activities, and (3) reviewing and making recommendations and the performance of contractors funded by the Transient Occupancy Tax. The Board is comprised of the City Manager and nine members appointed by the Council upon recommendation of the Mayor.

 

Salem’s Public Library Advisory Board was created in 1976, to be comprised of nine members appointed by City Council. The Board has those powers and duties as set forth in SRC 18.050
