In August 2025, the City Council approved a budget action to add authority in the FY 2026 budget for grant-reimbursed tree planting interns. That prior action provided budget authority for the intern positions through December 2025, aligning with the scheduled end of the positions and the timeframe for submitting grant reimbursements. Subsequently, staff were informed that the allowable timeframe to submit reimbursements had been extended, which also extended the employment duration of the intern positions. As a result, an additional $75,000 in budget authority is now needed to maintain budget compliance.

FACTS AND FINDINGS:

At the time of the last budget action to add budget authority for tree planting interns, staff were told grant funding would only be available through December 2025. Staff later learned that the timeline to submit costs for reimbursement from the grant was extended so the interns stayed on to complete more work. The $75,000 of additional budget authority allows four interns to continue planting trees until early March and one until near the end of May. If this action is approved, total budget authority for FY 2026 for the program would be $145,000.
BACKGROUND:
Oregon State budget law allows the City Council to approve a transfer of appropriations from the Contingency expense category to another expense category within a fund when a specific need is identified.
