FACTS AND FINDINGS:
• The Project to update the Airport Master Plan is included in the FAA’s five-year Capital Improvement Plan for the Salem Airport and the City’s upcoming FY 23-27 Capital Improvement Plan.
• Total Project cost is estimated at $666,667, with federal share expected to be $600,000 (90%), State of Oregon COAR grant funding of $40,555 (6.1%) and local Airport matching funds of $26,112 (3.9%). Both local and state matching funds have been secured.
• The FAA grant application date and final award is expected to be June/July 2022, with project kickoff expected in fall 2022.
• The use of AIP grant funds is restricted to only the scope of the specified capital project for which the FAA has already reviewed and formally approved. Funds cannot be used for any other capital projects or for general airport operations and maintenance.
• Acceptance by the City of AIP grant funds requires the City to continue operating its airport in compliance with all FAA Grant Assurances for up to twenty (20) years following the date of the acceptance of the grant award. The Grant Assurances include compliance with federal non-discrimination, environmental and contracting regulations, accounting and reporting requirements, and compliance with FAA regulations on the operation of airports.
• Council authorization is required to apply for and accept FAA AIP grant funds.
BACKGROUND:
The Airport Master Plan is a twenty-year planning document that is used to assist airports with improvement plans that meet aviation demand and safety requirements and provides preparation for the efficient use of funds for public-use airports. The last master plan update was completed in 2012; airports typically update their master plans every ten years, or as changed conditions warrant. In a Joint Planning Conference in November 2019 the FAA signaled its interest in having Salem update its master plan to address existing and future infrastructure needs, property development limitations, off-airport obstruction issues, and similar topics not addressed in the existing master plan. Federal funding for this project was moved forward from FFY 2025 to FFY 2022. A City Council workshop was held on April 19, 2021, to brief Councilors on challenges and opportunities at the airport in the coming years and to communicate the FAA’s desire for a master plan update.
