ISSUE:

 

Shall the City Council authorize the City Manager to apply for and accept two Critical Oregon Airport Relief (COAR) grants to support federally funded capital improvement projects at the Salem-Willamette Valley Airport?

Authorize the City Manager to apply for and accept two Critical Oregon Airport Relief (COAR) grants to support federally funded capital improvement projects at the Salem-Willamette Valley Airport.

FACTS AND FINDINGS:

 

                     The airport’s annual Federal Aviation Administration-approved 2025 Capital Improvement Program (CIP) includes two projects totaling $1,565,000, including:

 

o                     Taxiway A Rehabilitation - Environmental and Design - $815,000

o                     Terminal Area Plan - $750,000

 

                     The federal portion of the two projects is $1,408,500 (90%). The City is required to provide a local match of $156,500 (10%). Successful COAR grant awards totaling $117,375 would offset 75% the required local match, and the remaining $39,125 would be funded by Airport operating funds. The current FY airport budget has sufficient funds set aside for grant matches.

 

                     The use of COAR grants is restricted to only the scope of the specified projects and cannot be used for any other projects or for airport operations and maintenance expenses.

 

                     COAR grant application deadline is October 25, 2024. Grant awards are expected to be announced in February 2025.

 

  

BACKGROUND:

 

The State of Oregon’s COAR grant program, which is funded through aviation fuel taxes, assists airports with grant match requirements for Federal Aviation Administration Airport Improvement Program grants for airport capital projects. Each COAR grant award provides up to $150,000 in funds, although awards are typically less than $150,000 and are either a percentage of the required local match or a percentage of the total project cost.
