The Quality Housing and Work Responsibility Act of 1998 requires Public Housing Agencies (PHAs) to submit to HUD Public Housing Agency (PHA) Plans and Capital Fund Plans. This includes submission of annual plans each year and a five-year plan when applicable, as well as the Moving to Work (MTW) Supplement to the PHA Plan, outlining the PHA’s MTW activities for the coming year.

FACTS AND FINDINGS:
The Capital Fund Plan for 2024-2028 shows the intent to use funds to continue modernizing scattered site Public Housing homes, as well as to fund Moving to Work activities, such as the Opt-Out Savings program for up to 100 randomly selected program participants.
As outlined in the PHA plan, SHA will pursue opportunities to dispose of obsolete Public Housing units and provide replacement units and/or rental assistance to existing residents to ensure no net loss of assisted units in the community.
The 5-year PHA plan outlines SHA’s goals for the coming 5-year period, including expanding the supply of assisted housing, improving the quality of assisted housing, increase assisted housing choices, providing an improved living environment for residents, promoting self-sufficiency and asset development, ensuring equal opportunity and affirmatively furthering fair housing, and preserving affordable housing in the community.
The Moving to Work (MTW) Supplement outlines the MTW activities that SHA will continue to utilize in the second year of our MTW implementation. There is no change in MTW activities since our first year of implementation.
BACKGROUND:
These plans are an annual HUD requirement. The public comment period began May 23, 2024, and closes July 7, 2024. The Resident Advisory Board meets on June 27, 2024. Any comments received from the public or the Resident Advisory Board will be made available to the Housing Authority Commissioners during the July 8, 2024 meeting and Public Hearing.
