MOTION:

I move to direct staff to create a real estate portfolio for all City owned or leased real property.

DISCUSSION:

It has come to my attention that the city does not house a central real estate portfolio. Each department maintains their own version of a portfolio, but with no consistency or qualified oversight. For that reason, the cities Real Estate Group is unaware of all the assets the city owns/leases, their current uses, prospective future uses, market value, or current financial terms.

As we move into budget season, it is only right that we look at all of our assets, including real property, and evaluate whether we are utilizing them appropriately.

In conjunction with this motion, I will also be making a motion to suspend the rules for council to act at the 04/14 meeting. This real estate portfolio has been a discussion with staff for several weeks, but it was not made apparent to me that staff time would be greater than 1 hour until after the 04/08 deadline for council agenda additions.

I believe that the impending budget meetings warrant this to be a top priority, and we should prioritize it as such.

City Attorney’s note: This motion was added to the agenda after the deadline for submission of councilor motions pursuant to Council Rule 5(j), the item may be added to the agenda, but council may not vote on the motion unless council suspends the rules.
