SUMMARY:
This is a petitioner-initiated annexation of a 47.44-acre territory located at the 4400-4600 Blocks of Hazelgreen Road NE, including 45.26 acres of private property and 2.18 acres of Hazelgreen Road NE right-of-way. A vicinity map is included as Attachment 1.
FACTS AND FINDINGS:
On March 5, 2019, Toni Whitler of City of Salem Public Works submitted an annexation application and valid triple-majority annexation petition signed by City Manager Steven D. Powers on behalf of the property owner and petitioner, the City of Salem, and paid the filing fee.
The facts and findings supporting the annexation, zoning designation, and withdrawal from the districts can be found in Ordinance No. 14-19 (Attachment 2).
BACKGROUND:
Council held a public hearing on the petition on August 26, 2019, and no testimony in opposition to the annexation was received. Council closed the public hearing, conducted deliberations, and adopted Order No. 2019-8 ANX. Staff mailed notice of the adoption of the order on August 29, 2019. No appeal has been filed.
