SUMMARY AND BACKGROUND:
The City of Salem currently has an intergovernmental agreement in place with the Chemeketa Cooperative Regional Library Services (CCRLS), a program of Chemeketa Community College. CCRLS is a cooperative of 18-member libraries, of which Salem is a member. The agreement with CCRLS, which CCRLS executes with each of the 18 member libraries, allows the member libraries to share a common library catalog system and reciprocally share materials. Additionally, each library’s governing agency is financially compensated for belonging to the cooperative.
The proposed fourth amendment modifies the “statement of work,” Attachment A to the agreement. The changes are largely administrative in nature, and update and clarify references, correcting clerical errors, and remove references to completed tasks under the agreement, such as replacement of outdated software systems. The amendment also memorializes the actual compensation for CCRLS and the 18 members under the agreement.
FACTS AND FINDINGS:
The City of Salem’s five-year agreement with Chemeketa Community College is in place until June 30, 2018. Each year the contract is amended to identify the actual annual compensation provided to the Salem Public Library. It is anticipated that Salem will receive approximately $550,963 by allowing its library to be a part of the CCRLS in FY 2016-17. Additionally, Salem will receive $29,000 to provide Interlibrary Loan Services for the member libraries.
