SUMMARY:
The Oregon Department of Transportation (ODOT) is soliciting applications for the All Roads Transportation Safety Program (ARTS). ODOT allocates federal safety funds through the ARTS Program. Projects selected in the current round of applications would receive funding in federal fiscal years 2024 through 2027. The ARTS Program requires a local match of approximately eight percent.
FACTS AND FINDINGS:
ODOT is soliciting applications for safety projects as defined in the ARTS Program. Key facts about the 2020 ARTS Program are attached. Applications are due December 11, 2020, for funding in federal fiscal years 2024 through 2027. Projects must use specific safety countermeasures identified by ODOT. Staff recommends that the City submit applications in the Systemic Intersection and Systemic Pedestrian/Bicycle categories.
Systemic Intersection Project
Upgrade signals throughout Salem with reflective backplates and convert signals with exclusive left-turn lanes to Protected/Permitted with Flashing Yellow Arrows. Estimated cost range: $1.5 - $2 million.
Systemic Pedestrian/Bicycle Project
Construct pedestrian crossing improvements at the following two locations and add enhanced focused lighting at up to six existing pedestrian crossings. Estimated cost range: $500,000 - $1 million.
• Silverton Road NE, between 17th Street NE and Beach Ave NE - serves transit stops and Marion County Health and Human Services Treatment Services located at 2045 Silverton Road NE.
• Market Street NE at 25th Street NE - serves transit stops and is located approximately 500 feet east of the existing signal at 23rd Street NE and approximately 850 feet west of the existing signal at Park Avenue NE.
ODOT will work with the City and other applicants to refine estimated costs before making a final selection of projects to be funded. Prior to entering into any agreements with ODOT, staff will return to Council to request budgetary approval for the required local match of 7.78 percent in the appropriate fiscal year (FY 2023 - 2024 through FY 2026 - 2027). Likely sources of local match funds include Transportation System Development Charges to increase corridor capacity and the City’s share of State Highway Fund revenues for pedestrian and bicycle safety.
BACKGROUND:
Since the inception of the ARTS Program, the City of Salem has been awarded more than $9 million in funding to address transportation safety concerns.
