FACTS AND FINDINGS:
The Waldo Avenue SE and Wildwind Drive SE Sewer Rehabilitation Project is shown on the Project Location Map (Attachment 1). The project is being designed in the public interest and there is a public need to acquire easements from one property owner to construct and maintain the sanitary sewer improvements. The location and property owner of the easement acquisitions is shown on Exhibit 1 to Resolution 2025-14 (Attachment 3). The City will negotiate with the property owner to acquire the required easement and will pay just compensation for the acquisitions.
A single resolution for the entire project declaring the need to acquire is all that is currently required. A separate resolution authorizing eminent domain procedures will be requested later if negotiations between the City and property owner fail.
BACKGROUND:
The Waldo Avenue SE and Wildwind Drive SE Sewer Rehabilitation Project will rehabilitate approximately 1,050 linear feet of failing 6-inch diameter concrete pipe and 515 linear feet of 8-inch diameter concrete pipe constructed in the 1950s. The project was authorized as a mid-year project by City Council on February 24, 2025 in response to emergency repairs required earlier in the winter. The City has existing easements in place for the majority of the work. Construction of the project is planned to occur in August and September of this year.
