Shall the City Council authorize the City Manager to execute the attached grant agreement for $55,000 with the Continuum of Care, Mid-Willamette Valley Homeless Alliance to fund costs associated with providing supportive services to Salem’s chronically homeless population?

Authorize the City Manager to execute the attached grant agreement for $55,000 with the Continuum of Care, Mid-Willamette Valley Homeless Alliance (CoC) to fund costs associated with providing supportive services to Salem’s chronically homeless population.

SUMMARY:
The City received donations from Mountain West Investment Corporation and Salem Health for the purpose of contributing funds to the CoC. The funds will be used to provide supportive services to Salem’s chronically homeless population. In order to authorize a payment to the CoC, a grant agreement is necessary.
FACTS AND FINDINGS:
There is sufficient budget authority within the City’s Trust and Agency Fund, where the donations were receipted, to fund the grant.
BACKGROUND:
The CoC was formed in 2019 and is recognized by the US Department of Housing and Urban Development (HUD) as a Continuum of Care for Marion and Polk counties. The CoC is organized to carry out the purposes of HUD’s Continuum of Care program as described in 24 CFR Part 578 and to promote communitywide commitment to the goal of preventing and ending homelessness. The CoC provides funding for efforts by nonprofit providers and state, tribal, and local governments to quickly rehouse homeless individuals, including unaccompanied youth and families, while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promotes access to and effective utilization of mainstream housing and homeless services programs by homeless individuals; and optimizes self-sufficiency among individuals and families experiencing homelessness. Its work includes gathering and analyzing data to determine local needs of, and resources available to, people experiencing homelessness, developing and prioritizing a menu of strategic responses, collaboratively implementing a strategic plan, promoting service coordination, educating the public on homeless issues, providing advice and input on homeless services operations, leveraging resources for maximum impact, and measuring and promoting strong program performance.
