SUMMARY:

summary

From March 1 - May 31, 2024, PacificSource accepted applications for Community Capacity Building Funding (CCBF) from organizations interested in providing Health-Related Social Needs (HSRN) benefits, including housing supports. Eligible uses for CCBF include technology, development of business or operational practices, workforce development, and outreach, education, and convening.

Salem Housing Authority submitted an application for a total of $395,185 to support the development of a Health-Related Social Needs approach that would allow us to expand our current outreach efforts to include residents of SHA-owned and managed properties and participants in our tenant-based rental assistance programs with a focus on prevention of eviction and homelessness.

On July 30, 2024, SHA was notified that our application was approved and a CCBF subgrant was awarded.

ISSUE:

Shall the SHA Commission adopt Resolution No. 2311 to authorize Salem Housing Authority (SHA) to accept Community Capacity Building Funding (CCBF) from PacificSource Community Solutions?

RECOMMENDATION:

recommendation

Adopt Resolution No. 2311 to authorize Salem Housing Authority to accept funds to support capacity building to create a Health-Related Social Needs (HSRN) program focused on prevention of eviction and homelessness for tenants of SHA owned and managed properties and participants of SHA tenant-based rental assistance programs.

body

FACTS AND FINDINGS:

SHA has identified an opportunity through PacificSource Community Solutions that will allow SHA to expand its efforts to address resident and program participant needs to prevent eviction and homelessness.

CCBF will be used specifically to develop policies and processes relating to HSRN delivery workflows, training staff in the systems used for reporting, planning for the roll-out of HSRN supports and development of a pilot program to test implementation prior to launching on a wider scale (i.e., starting with SHA properties only, then expanding to the larger audience of our tenant-based rental assistance programs). Funds will also be used to provide robust training to staff who will be responsible for delivery of HSRN supports, including, but not limited to, trauma-informed care certification, Community Health Worker training and certification, HIPAA compliance training, and others.

The capacity building phase will provide SHA with the ability to thoughtfully develop the roll-out of HSRN benefits while ensuring that staff are well-trained and prepared for to deliver supports.

BACKGROUND:

SHA has a unique position to develop and implement the HSRN roll-out and administer this program.

SHA is experienced in developing and implementing innovative strategies to address community needs. An excellent example of this was the locally funded Homeless Rental Assistance Program (HRAP), which provided short-term rental assistance and case management to individuals and families experiencing homelessness to move them from homeless situations into permanent housing while supporting them with wrap-around services to improve their long-term housing stability. Lessons learned from administering HRAP have been used in the launch of our two Permanent Supportive Housing (PSH) properties, Redwood Crossings and Sequoia Crossings, as well as in the development of our SHA Rapid Re-Housing (RRH) pilot project, which is funded by Governor's Emergency Order 23-02, and was just recently approved for renewal funding. We have learned the value of pairing long-term rental assistance with supports for a positive, long-lasting outcome that keeps families housed and helps reduce eviction rates and homelessness within our community.

SHA has staff capacity to administer this project and develop the associated policies and procedures. CCBF funding will allow us to ensure that staff are fully trained and have the necessary technology and training to effectively deliver HSRN benefits to residents and program participants in need.
