SUMMARY:

summary

The WVHA is a public housing agency for Polk County and operates two public housing facilities in West Salem: Pioneer Village on Taybin St NW and Kingwood West on Edgewater Street NW. The City acts as a HUD Responsible Entity for WVHA just as it does for Salem Housing Authority (SHA). The City and WVHA entered into an IGA in May 2004 for five years, with three automatically renewing five-year extensions. The purpose of the IGA is to define roles and responsibilities and identify cost responsibilities. The City has a similar agreement with the Salem Housing Authority.

FACTS AND FINDINGS:

The most frequent task the City performs for WVHA is reviewing annual plans and 5 year capital plans for consistency with the City’s Consolidated Plan.  These tasks are not intensive and WVHA reimburses for staff time.  The least frequent task the City performs is acting as the Responsible Entity for Environmental Reviews.  These can be intensive, but the City now requires all applicants to hire their own consultants to perform the baseline work and City staff reviews the results.  The WVHA reimburses for staff time.

WVHA is also required to coordinate with SHA in SHA’s capacity as senior jurisdictional housing authority.
