body

FACTS AND FINDINGS:

The Silverton Road NE Improvements project is shown on the Project Location Map (Attachment 1). This project is being designed in the public interest and there is a public need to acquire Right-of-Way and easements from twenty-one (21) properties to construct the required improvements. The locations and property owners of the easement acquisitions are shown on Exhibit 1 to Resolution 2024-25 (Attachment 3). The City will negotiate with property owners to acquire the required right-of-way and easements and will pay just compensation for all acquisitions.

A single resolution for the entire project declaring the need to acquire is all that is currently required. A separate resolution authorizing eminent domain will be requested later if negotiations between the City and any property owner fails.

Construction of the project is scheduled to begin in 2025.

BACKGROUND:

Approved in the 2022 Safety and Livability Bond, this project will rehabilitate existing pavement, bring existing curb ramps into ADA compliance, and modify traffic signals and traffic lane configurations along Silverton Road NE from 17th Street NE to Williams Avenue NE and from Beacon Street NE to Fisher Road NE. The bond will also fund a pedestrian crossing near the Oregon State Fairgrounds and sidewalk replacements at various locations along the corridor.

In order to save bond funds during this inflationary time period, the North Gateway Urban Renewal Area will fund intersection improvements at 17th Street NE and Silverton Road NE.  These improvements had already been planned prior to bond being improved.  In addition, a Safe Routes to School state grant will fund an enhanced pedestrian crossing near Sedona Avenue NE that will better serve pedestrians accessing Washington Elementary School.

Utility rates will fund the rehabilitation of an existing sanitary sewer main using a cured-in-place-pipe (CIPP) method along Lana Avenue NE, Silverton Road NE, and Evergreen Avenue NE.  This will upgrade the sewer system so that unnecessary pavement cuts can be avoided in the future.
