Marion County (County) is currently designing street improvements for the Hayesville Drive NE corridor that will be constructed in 2022. Their recent design plans identified conflicts between their proposed improvements and the City’s existing 8-inch diameter waterline. The County has jurisdiction on Hayesville Drive NE and the City must relocate the waterline to accommodate their street improvement project. Council approval to create a City water project in the FY2021-22 construction budget will allow City staff to begin design activities immediately so that a new City waterline can be constructed prior to the County street improvement project.

FACTS AND FINDINGS:
• The project will replace approximately 2,600 linear feet of 8-inch diameter asbestos cement waterline with new 12-inch diameter ductile iron waterline as shown in Attachment No. 1. Water system capacity will be improved in the area with the new, larger diameter waterline.
• The total estimated project cost to design and construct the Hayesville Drive NE Waterline Replacement project is $1.2 million.
• The project will be funded with $528,000 of City Utility Rate funds and $672,000 of System Development Charges. There is sufficient budget and expenditure authority in the Water Non-Assessed and Extra Capacity Water funds for this project.
