Execution of the intergovernmental agreement (IGA) will allow the City to continue to partner with Marion County to provide Mobile Crisis Response Services within the City of Salem and Marion County. Mobile Crisis Response Teams primarily respond to calls that have a mental health or behavioral health crisis component. The teams respond to calls for service to the Salem Police Department as well as assist other agencies throughout the county. Additionally, the teams make referrals to community partners based on the needs of the person, provide after-hours support, and do follow-up with individuals who have had recent interactions with law enforcement.

ISSUE:
Shall the City Council authorize the City Manager to execute the attached IGA with Marion County, and any amendments to the IGA, in order to provide Mobile Crisis Response Team services during Fiscal Years 2021-2022 and 2022-2023?

FACTS AND FINDINGS:
Each Mobile Crisis Response Team consists of one police officer and one Qualified Mental Health Professional. There are currently two Salem Police officers assigned to the teams based in Marion County.
The IGA requires the Salem Police Department to continue to assign a minimum of two sworn police officers to the Marion County Mobile Crisis Response Team.
The IGA requires Marion County to pay the City of Salem up to $299,491.00 for Fiscal Year 2021-2022, for salary, benefits, equipment, training and operational costs.
The IGA requires Marion County to pay the City of Salem up to $299,491.00 for Fiscal Year 2022-2023, for salary, benefits, equipment, training and operational costs.
The City is required to comply with applicable HIPAA requirements.
The City Manager may execute amendments to the IGA if the amendments do not substantially expand the City’s obligations, the amendments do not broaden the scope of the agreement to other subject matters, and the amendments do not increase the City’s financial obligations. Amendments may extend the term or renew the IGA so long as any other changes to the IGA do not substantially expand the City’s obligations.
Performance of the city’s obligations under this IGA are not anticipated to have a budget impact as the revenue and the cost of the officers are included in the adopted budget.
BACKGROUND:
The City has contracted with Marion County for more than eight years to bring mobile crisis response services to the City of Salem and Marion County. The Mobile Crises Response Team program has improved efficiencies in Patrol response to events that have a mental or behavioral health crises component. This program is also supported by the Marion County Board of Commissioners and is recognized as a best practice by the Oregon Health Authority.
