FACTS AND FINDINGS:

 

Mayor Hoy appointed Councilor Varney to the Advisory Committee for the Regional Scenario Plan.

 

BACKGROUND:

 

New state rules developed through the Climate Friendly and Equitable Communities rulemaking process require Salem to conduct scenario planning with the City’s regional partners Marion County and the City of Keizer. The regional scenario planning process requires the Salem-Keizer metropolitan area planning partners to evaluate and determine what changes are needed to land use and transportation plans and programs to meet the State’s targets for reducing greenhouse gas emissions from light vehicle travel.

 

The Advisory Committee will make key decisions during the scenario planning process. The Advisory Committee includes elected or appointed members from Salem (3 members), Keizer (2 members), Marion County (2 members), and Cherriots (1 member). The committee is expected to meet 4 or 5 times over the next 12 to 18 months. The planning process will result in a preferred scenario plan for the region, which will be implemented through regional performance targets and local performance measures that Salem will incorporate into its Transportation System Plan.
