Shall the Commission adopt Resolution No. 2307 approving the Revised Section 8 Housing Choice Voucher Program Administrative Plan, effective January 22, 2024?

Adopt Resolution No. 2307 approving the Revised Section 8 Housing Choice Voucher Program Administrative Plan implementing self-certification of allowable medical, disability, and childcare expenses, as approved on December 19, 2023, by the US Department of Housing and Urban Development (HUD).

FACTS AND FINDINGS:

 

This update to the Section 8 Housing Choice Voucher Administrative Plan updates the local preference for the waiting lists for the Project-Based Voucher program at Redwood Crossings and Yaquina Hall to homeless and formerly homeless individuals and families who are referred to the waiting lists by partnering referral agencies providing shelter, transitional housing, and/or temporary housing with whom Salem Housing Authority has entered into a Memorandum of Understanding. Such referrals are accepted when the waiting list is closed to general applicants, and Salem Housing Authority may, at its discretion, limit the number of referrals accepted when the number of applicants on the waiting lists exceeds 50 applicants.

 

The updates to the local preference will reduce barriers to accessing both of these housing sites and will increase the number of organizations making referrals to the waiting lists, allowing Salem Housing Authority to provide permanent housing options to a wider array of applicants experiencing homelessness and housing insecurity within our community.

 

This revision includes no other changes or updates.

 

BACKGROUND:

 

The Section 8 Housing Choice Voucher Program Administrative Plan establishes by policy the criteria under which families are eligible to receive a Housing Choice Voucher. The plan outlines SHA’s written policies where there is discretion in the regulations to operate the Housing Choice Voucher Program. The plan includes policies relating to waitlist management, issuance and denial of Vouchers, special purpose Vouchers, occupancy, recruitment of property owners, subsidy and payment standards, grievance and hearing processes, recertifications, housing inspections, application of the Fair Market Rents, and others. The Administrative Plan is required by federal regulation to be adopted by the Board and used to guide the operations of the Housing Choice Voucher program.
